JOB DESCRIPTION 

Job Summary
Responsible for facilitating all regulatory requirements to become certified in the Federally Facilitated Exchange and State Based Exchanges, and to support the Marketplace line of business in maintaining state and federal regulatory compliance.

Knowledge/Skills/Abilities

  • Responsible for leading a team that supports the regulatory function for the Marketplace line of business. 
  • Serves as the lead for Federal and State regulatory filings and submissions, including performing the initial assessment of requirements and ensuring the Plan meets all filing requirements and ad hoc reporting requests, in a timely manner and with quality deliverables.
  • Supports the annual Qualified Health Plan (QHP) certification application and related activities for new and existing markets.  
  • Leads project teams, involving staff from across the organization, to implement new standards/processes for which the Government Contracts department is accountable or otherwise involved.
  • Leads workgroups to carryout assigned responsibilities.
  • Supervises department staff in meeting assigned goals and job duties.
  • Develops department staff to serve as filing and reporting SMEs to drive quality submissions as well as accurate and complete objection responses.
  • Establishes internal tracking and reporting strategies for Marketplace Government Programs.
  • Coordinates the execution of contracts, amendments and attestations of compliance.
  • Collaborates with department leaders for process improvements and to resolve issues effectively. 
  • Manages applicable Marketplace Government Contracts policies and procedures to ensure they are current and up to date. 
  • Assigns work to team based on priority, manages resources and communicates obstacles to leadership. 

Job Qualifications

  • Demonstrates a deep knowledge of QHP certification requirements and plan management activities in both the Federally Facilitated Exchange and State Based Exchanges.
  • Ability to convey information on regulatory issues that require detailed explanation and interpretation.
  • Demonstrates strong leadership, interpersonal skills and ability to develop new team members.
  • Demonstrates the ability to accomplish the team’s goals while ensuring that key stakeholders are engaged and ready to contribute to the task.
  • Ability to establish strategic processes that are scalable, repeatable and drive quality throughout.



Required Education
Bachelor's Degree or equivalent combination of education and experience.

Required Experience

  • 3-5 years experience in a role that facilitated QHP certification and/or implemented regulatory requirements for commercial individual plans.
  • At least 2 years supervisory or management experience.
  • Knowledge of Federal and State laws and regulations governing plans sold on and off exchange.
  • Comprehensive knowledge of Marketplace policies and operations.

Bachelor's Degree in Business Administration, Healthcare or related field.

  • Knowledge of Affordable Care Act, State insurance laws and regulations in Connecticut, Kentucky, Idaho, Michigan, South Carolina and Utah.

Pay Range: $96,325.57 - $208,705.4 / ANNUAL
