Program Manager (Predictive Modeling)

Job Summary:

Primarily responsible for the management of internal big data programs for care management: predictive modeling, prescriptive analytics, data science. The first major program is an enterprise-wide implementation of Optum’s Impact Pro predictive modeling tool. Responsibilities include bringing together remote cross-functional teams of subject matter experts. Manage stakeholder expectations and communication. Plan and direct schedules. Monitor the program from inception through delivery to outcomes. Engage and oversee the work of external vendors. Assign, direct and monitor system analysis and program staff. 

Essential Functions

  • Manage programs from inception through conclusion
  • Monitor and control projects through delivery
  • Develop and maintain effective collaboration between hundreds of stakeholders and participants
    • Business sponsors, stakeholders, SMEs, CMOs, Medical Directors, Care Management doctors and nurses
    • Enterprise Information Management analysts
    • Predictive modeling vendors
    • IT
  • Define success using business value analysis;  establish KPIs with the business and guide data analysts to continually measure and report on impacts
  • Engage onsite and offshore vendors and ensure their success
  • Work with operational leaders within the business to provide recommendations on opportunities for process improvements
  • Serve as the subject matter expert for predictive modeling tools:
    • Application development is not required; however, you must be comfortable learning the predictive modeling tools and guiding others in their proper use.
  • Communicate and collaborate with customers to analyze and transform business needs and goals into functional requirement.
  • Present updates to senior executives and request direction.
  • Create business requirements documents, test plans, requirements traceability matrix, user training materials and other related documentation.
  • Remove all obstacles blocking the core team.
  • Lead organizational change.
  • Improve existing agile processes and create new agile processes to improve quality and develop enhanced workflows.
  • Identify and manage risks, issues and action items.
  • Develop and maintain release plans and detailed project rollout schedules to include milestones, tasks, and target/actual dates of completion.
  • Own, update and evolve product roadmap; lead stakeholders in charting the roadmap.

    • Optum Pro implementation experience preferred
    • Health plan operations and major healthcare technology applications  
    • Knowledge of Health Care Insurance data domains: claims, member, provider, authorizations, member months, etc.
    • Knowledge of Managed Care care management principles and operations
    • Big data/data analytics
    • Healthcare operating models


    Job Qualifications

    Required Education:
    Bachelor's Degree or equivalent combination of education and experience.

    Required Experience:

    • 3-5 years of technical Program or Project Management experience.

     Must have Healthcare Payer & Managed Care experience.

    Must have a strong technical acumen.
    • Must be comfortable working with numbers and have experience leading data analytics/business intelligence projects.

    • Must have experience implementing Process Improvement and change management initiatives.
    • Must have experience gathering and developing business requirement documentation (e.g. Jira).

    Agile Methodology.

    Preferred Education:
    • Graduate Degree or equivalent combination of education and experience.

    • Project Management training (PMP or PgMP preferred).

    • Scrum Master/Agile Methodology training.

    Preferred Experience:

    • 5+ years of Program or Project Management experience.

    • Care Management/Utilization Management experience.

    • Application User Training.


    Preferred License, Certification, Association:

    • PMI-ACP

    Six Sigma Black Belt Certification.

    ITIL Certification desired.
